Oklahoma City, OK – OKLAHOMA CITY (AP) House Speaker Chris Benge says he is studying whether Oklahoma needs an energy stabilization fund. He says it would capture oil and gas revenue when prices are high and distribute the revenue when prices drop. State officials blame low energy prices and a sluggish economy for the state's budget hole of more than $729 million.
