Former Owasso Official says He Feels Vindicated

TULSA, Okla. (AP) — Owasso's former city manager says he feels vindicated by a Tulsa County grand jury that absolved him of criminal conduct.

The Tulsa World reports the grand jury issued no indictment or formal accusation Friday against former City Manager Rodney Ray or others it investigated.

The grand jury was impaneled on October 17th and met for 20 days. District Attorney Tim Harris, one of the grand jury's three legal advisers, says the grand jury heard 38 witnesses and received 116 exhibits.

In a seven-page report, the grand jury found there was no evidence of criminal activity regarding Ray or others. The city manager was suspended with pay May 24th, the same day the city council ordered an investigation into his office involving undisclosed employee ethics complaints. Ray resigned in June.
