It stems from a fatal shooting involving a police officer. The Tulsa City Council and the Tulsa Fire Department are hosting a school supply drive to benefit Tulsa Public Schools starting Wednesday.</p><p>Families spend about $600 on average each year on school supplies, including the cost of back-to-school clothes, according to a study by the National Retail Federation. The spending plan is just over $703-million. The document follows the budget plan submitted by Mayor Bartlett at the end of April.</p><p>It includes two-million dollars stashed away in the city&rsquo;s new savings account. Council Chair G-T Bynum says that is a good thing. He says when Tulsa faces another economic downturn, the city will have a cash&nbsp; cushion. The city council is expected to vote tomorrow night on Mayor Bartlett&rsquo;s $703-million plan.</p><p>The mayor has added several hundred-thousand dollars to the budget to step-up code enforcement in neighborhoods. The infusion of cash should help clean-up the city&rsquo;s blighted neighborhoods.
